Under the general direction of the Office of Strategic Investment Planning Chief, a Supervising Transportation Planner, the incumbent supports statewide investment strategies and prioritization of projects for various state and federal competitive programs. This position is fundamental to linking Caltrans’ short, medium, and long-range planning to programming. In collaboration with internal and external partners, the incumbent works toward the development and implementation of the tools needed to develop programming recommendations and managing quality data, which includes but not limited to, the Multi-Modal Project Database, 10-Year Investment Plan, and other data tracking to increase accuracy and efficiency of investment planning work. The position advances policies, strategies, and tools by working with districts and HQ programs to increase alignment of pipeline projects with State goals and policies, new projects proposed for development of Project Initiation Documents, and tracking performance measures for a variety of State goals. This work requires extensive collaboration with internal and external partners, including Headquarters Division of Transportation Planning (DOTP) Offices, Data and Digital Services, Information Technology, Divisions of Transportation Financial Programming, Rail and Mass Transportation, Districts, and others. The work also requires strong communication (written and oral), partnership, and strategic thinking skills, excellent customer services, as well as a deep commitment to the Department’s strategic vision, mission, values, and goals, and advancing equity through all efforts.
