Job Description
Metro is undertaking an ambitious plan to increase the supply of high-quality housing, especially income-restricted units, on underutilized Metro properties through its Joint Development program (More information on Metro’s 10,000 Home Commitment is available at metro.net/jd). Because effective community engagement is critical to the success of this plan, Metro is seeking an organized, energetic individual to support the agency’s Joint Development outreach effort. The ideal candidate will be proactive, detail-oriented, and passionate about affordable housing and community development.
Key Responsibilities:
- Assist the Outreach Manager in implementing outreach related to Metro’s 10,000 Home Commitment.
- Coordinate community engagement activities, including virtual surveys, in-person pop-up events, and transit rider intercepts.
- Help organize and maintain outreach schedules and cross-departmental logistics.
- Maintain relationships with local organizations, community groups, and government partners to foster collaboration and feedback.
- Develop and maintain standardized templates, reports, and presentations for outreach activities, under the direction of the Outreach Manager.
- Track metrics of outreach activities, such as digital engagement efforts.
- Coordinate outreach efforts with other internal departments, including Government Relations, Community Relations, and Marketing.
- Maintain and update the Metro Joint Development web page and other online platforms using ArcGIS Online and ArcGIS StoryMaps.
- Build and maintain databases utilizing Airtable.
- Respond to public inquires and maintain stakeholder databases utilizing Salesforce, under the direction of the Outreach Manager.
- Contribute to the development and continuous improvement of Metro Joint Development’s Building Partnerships networking event series.

The Joint Development Program
Metro’s Joint Development (JD) Program creates partnerships with private developers to build mixed-use developments on Metro-owned property, usually near transit. The JD portfolio will grow rapidly over the next decade with the acquisition of properties for new transit lines throughout LA County. It is anticipated that more than 40 new sites will join the JD portfolio, effectively doubling its size.
The Position
- The Outreach Associate is a full-time position with a maximum three-year appointment with a competitive salary and benefits, including medical insurance, CalPERS eligibility, and other employee benefits.
- Position and salary offered will be commensurate with experience and qualifications. The Outreach Associate position will fall between the Metro job classifications of “Transportation Planner” (1+ years’ experience) with a pay grade between $65,478.40 – $98,176.00 to “Senior Transportation Planner” (3+ years’ experience) with a pay grade between $76,190.40 – $114,275.20.
- Metro is currently requiring that employees are in the office a minimum of two days per week, subject to supervisorial approval. Employees can work as many as five days per week in the office. The Joint Development team members currently spend between two and three days in the office on a typical week.

Required Experience / Skills / Education
Qualifications:
- Bachelor′s or Master’s degree in architecture, urban planning, real estate development, government, public policy or related field.
- At least 1 year of experience in community outreach, public relations, or a related field, preferably with a focus on affordable housing, urban planning, and/or community development.
- Strong organizational and time-management skills with the ability to handle multiple projects simultaneously.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to work effectively with diverse communities and stakeholders.
- Basic proficiency in Zoom conferencing platform and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Preferred Qualifications:
- Experience with data management tools like Airtable and customer management tools like Salesforce.
- Knowledge of local government processes and affordable housing policies.
- Familiarity with mapping software like ArcGIS and graphic design applications like Adobe Creative Cloud.
- Bilingual (Spanish or another language) is a plus.
