RFP for TDM Policy Planning Services

Estimated Budget: $200,000 (initial term); up to $250,000 across all terms

Contract Term: October 1, 2026 – March 31, 2028, with two optional one-year extensions

Description:

Commute.org, San Mateo County’s Transportation Demand Management (TDM) agency, is seeking a qualified planning consultant to support implementation of C/CAG’s Countywide TDM Policy. The consultant will work with local jurisdictions in San Mateo County to integrate TDM policy requirements into development review and permitting processes, codify the policy into local zoning codes and ordinances, and draft TDM-related Conditions of Approval for development projects.

The engagement is structured in two phases: a fixed-scope Countywide TDM Implementation Assessment, followed by on-call technical assistance to jurisdictions and to Commute.org through written task authorizations.

Minimum Qualifications:

  • Minimum five (5) years of experience providing planning and technical assistance related to TDM, land use, or zoning for public agencies
  • Experience integrating TDM or VMT reduction requirements into development review or permitting processes in California
  • Experience with CEQA, including VMT analysis requirements under SB 743
  • Experience drafting zoning code amendments and supporting legislative materials
  • Familiarity with planning and permitting processes of local jurisdictions in San Mateo County
  • A licensed professional (AICP, PE, or equivalent) on the proposed project team
