The Planning and Zoning Division of the City of El Centro (City) Community Development Department is requesting proposals from qualified consultants to prepare a Master Plan for the City of El Centro Downtown and Civic Center. The overall objective of this project is to develop a comprehensive plan that addresses existing transportation challenges, improves mobility and safety, and advances long-term sustainability and economic development goals within the project area. Project funding is from a Caltrans Sustainable Transportation Planning grant, and the estimated project cost is projected not to exceed $245,000.

Note: The deadline has been extended to February 27, 2026, and the “Fee Schedule and Cost Proposal” for the project should be submitted as a hard copy. Supporting documents including a Q+A have been added to the website.
